<p>&#13;Eight weeks later they arrived in Portland after having gone back to New Orleans to pack up their belongings. For many months after they moved the reaction, when people would find out where they were from, was, &#8216;Wow, you&#8217;re a Katrina victim?&#8217; Her response was always patient. &#8216;We weren&#8217;t really victims, like the people who couldn&#8217;t afford to leave, like the people who suffered in the aftermath. We had two cars, credit cards, cash and family support. We were inconvenienced, but hardly victims.&#8217;</p>
<p>&#13;On an even more positive note, she says, &#8216;This was a great move for me, a new life, new city, and I&#8217;m very happy for the change.&#8217;</p>
<p>&#13;Not everyone was as fortunate and this employee of mine has anger and sadness where the hurricane and subsequent nightmare of New Orleans is concerned, but she turned the upheaval into a fresh start.</p>
<p>&#13;We can use framing as a tool for positive change and a potent instrument for persuasion. When we think about Holocaust &#8220;victims&#8221;, we see &#8220;survivors&#8221;.</p>
<p>&#13;Framing is used every day by social workers who work with gang members, using reframing to show how murder is ugly no matter who the victim is.</p>
<p>&#13;The world of advertising relies entirely on framing. Appealing to different segments of the population, ad campaigns are tailored to youth markets, middle aged markets, senior markets, religious markets, etc. Advertisers take on the rebel and independent attitudes of youth culture to sell their products using edgy slogans and cool ads.</p>
<p>&#13;Politicians use framing, &#8217;spin&#8217;, on issues all the time. Bush&#8217;s frame is that the war in Iraq is just. In nearly all of his speeches he suggests that &#8216;If you&#8217;re not with us, you&#8217;re against us.&#8217; And &#8216;It&#8217;s better to fight them over there, than to fight them over here.&#8217; This is a presupposition. Who&#8217;s to say we&#8217;d have to fight &#8216;them&#8217; at all?</p>
<p>&#13;The Democrats and an overwhelming percentage of U.S. citizens now have the frame that the war in Iraq has nothing to do with terrorism, but has everything to do with oil and no bid contracts.</p>
<p>&#13;Frames can show things in a positive light, &#8216;the silver lining&#8217;, so to speak. Segregation was framed as an evil injustice by Martin Luther King, Jr. convincing many people that it was wrong. Now several generations of Americans have grown up in integrated schools never knowing that kind of blatant inequality.</p>
<p>&#13;Use reframing to turn a hardship into a challenge, a setback into a time for reflection, a victim into a survivor. Frame it all!</p>

			<content:encoded><![CDATA[<p>It is safe to say that nearly 50% of people from the age of 18 to 35 have at least one tattoo. So one might think were did tattoos come from and how long have they been around.The word tattoo comes from the Polynesian word, ‘tatao’, which means to tap or to mark someone.  It has been reported that tattoos have been around for nearly 5,000 years. Archaeologist have found that tattoos can be traced to such countries as Egypt, Roman, Greek and Japanese regions.  Of course tattoos have not always been used for personal body art like most people use them as today.</p>
<p>Tattoos over the years have been used for several reasons, such as, symbols of rights, symbols of rank and seniority or being juniors, symbols of spirituality, devotion, religion, rewards and awards for bravery, amulets, talismans and security. Oddly enough tattoos were also used as a form a punishment, they were also used to mark someone as an outcast, as well as marking slaves and people who have been convicted of a crime.</p>
<p>There are still very few religions out there that require their followers to have a certain tattoo indicating that they are part of this particular religion and what their status maybe. This is still a common practice that is used today by gang members.</p>
<p>The very first electronic tattoo machine was invented in 1890, by American tattoo artist named Samuel O’Reilly. This is when the new era of tattoo started when people got tattoos on different parts of their body not signifying any association to a particular group. However, tattoos were still looked upon as non sense and they were only suitable for drunkards, sailors and sometimes, criminals. </p>
<p>Ironically, in today’s time tattoos are not looked down upon and are actually accepted and considered the hip cool thing to have. They are now considered as a fashion symbol and not a simple mark.</p>

Remember to compliment others<br />•	Accept what you cannot change and improve what you can change<br />•	Question your view of yourself; do you think this is how others see you?<br />•	Exercise and eat right; being healthy feels good<br />•	Lighten up! No one is perfect<br />•	Accept criticism and ask yourself how you can improve</p>
<p>Do not limit yourself just by how you see yourself. Don’t allow your weaknesses to get you down; everyone has weaknesses. You don’t have to be controlled by what you do not have; focus on what you do have. Don’t fret about what you are not good at; focus on your talents and what you can offer to and share with others. How you act affects how others respond to you; this helps improve your attitude toward yourself and your abilities.</p>

<p>President Barack Obama according to many observers is apparently attempting to fulfill a campaign pledge to strengthen the U.S. Mexican border. He released his new National Southwest Border Counternarcotics Strategy of 2009. It purports that the U.S. Government including the military will respond to immediate threats associated with the substantial increase in violence in Mexico allegedly resulting from the pressure placed on the Mexican Drug Cartels (MDC’s) by Mexico President Felipe J. Calderón. Since taking office in 2006, Calderon has sent more than 45,000 troops and Federal Police to areas plagued by drug violence.</p>
<p> </p>
<p>Drug trafficking and terror has become a way of life in Mexico. U.S. Mexican border cities from Brownsville Texas to San Diego California continue to be most affected by cartel-related violence; other U.S. cities are also being targeted with drug trafficking violence and related terror including kidnappings of Americans.</p>
<p>Mexican drug cartels have infiltrated colleges and high schools all across America.</p>
<p>Research indicates that lucrative university and high school campuses are fertile markets for drug dealers. Mexican drug cartels have known this for years and are believed to have infiltrated many of America’s school campuses through cartel gang members.</p>
<p>On March 24, 2009 the Department of Homeland Security, the Department of State, and the Department of Justice announced the Administration’s comprehensive effort to reduce the illegal flow of drugs, weapons, and cash across our borders.</p>
<p>This strategy for the U.S.-Mexico border which calls for deploying new technology, stepping up intelligence gathering and increasing interdiction of human mules, ships, aircraft and vehicles that are smuggling drugs, guns and cash both in and out of the country.</p>
<p>The 65-page <a rel="nofollow" onclick="javascript:pageTracker._trackPageview('/outgoing/article_exit_link');" href="http://www.whitehousedrugpolicy.gov/publications/swb_counternarcotics_strategy09/swb_counternarcotics_strategy09.pdf">White House Office of National Drug Control Policy document</a> says federal agencies should up-date and modernize airborne sensors and increase surveillance of drug running boats &#8220;from the coast to beyond the horizon.&#8221; It also calls for improving tracking devices that can be hidden in illegal shipments and, when necessary, allowing more banned items to move through smuggling networks to expose the higher ups and lead to the drug cartel leaders where ever they are.</p>
<p>The counternarcotics strategy of 2009 comes as President Obama has <a rel="nofollow" onclick="javascript:pageTracker._trackPageview('/outgoing/article_exit_link');" href="http://www.washingtonpost.com/wp-dyn/content/article/2009/04/15/AR2009041502045.html">pledged to support and increase cooperation</a> with Mexican President Colderon.</p>
<p> </p>
<p>Mexico President Felipe J. Calderón&#8217;s crackdown on drug cartels was by expanding the focus of U.S. efforts to contraband flowing in both directions between the two countries. The report emphasizes plugging gaps in U.S. intelligence about what goes undetected in the vast movement of goods between the two sides, and also stepping up investigative resources.</p>
<p>The report points out that drug trafficking across the Southwest border remains an acute biggest threat to our homeland security and one of the top drug control priorities for the United States. Mexican drug trafficking organizations have come to dominate the illegal drug supply chain, taking ownership of drug shipments after they depart South America and overseeing their transportation to market and distribution throughout the United States.</p>

<p>The report goes on to say that it is now estimated that 90 percent of the cocaine that is destined for U.S. markets transits the Mexico/Central America corridor. Mexico is the</p>
<p>primary foreign source of marijuana and methamphetamine destined for U.S. markets and is also a source and transit country for heroin. Mexican Drug Cartels dominate the U.S. drug trade from within, overseeing drug distribution in more than 230 U.S. cities. These organizations also control the southbound flow of other forms of drug related contraband, such as bulk currency and illegal weapons.</p>
<p> </p>
<p>The report says that the U.S. Government is responding to the range of threats along the border with Mexico in several ways. Under the Merida Initiative, $875 million has been appropriated so far to support a partnership with Mexico ($700 million) and the neighboring nations of Central America, Haiti, and the Dominican Republic ($175 million) to enhance regional capabilities and reduce criminal activity over the long term.  The President’s 2010 budget request includes millions of dollars in additional equipment and hundreds of additional Department of Justice, Department of Homeland Security, and Department of the Treasury personnel to improve control of the border.</p>
<p> </p>
<p>The Department of Homeland Security is also working to better coordinate its intra-agency efforts, and the Administration is monitoring the situation on the Southwest border and prudently planning for potential contingencies. The Department of Defense will provide support to these efforts in authorized areas, subject to the availability of resources, and at the request of appropriate Federal, State, local, or foreign officials with counterdrug responsibilities, if such support does not adversely affect the military preparedness of the United States.</p>

<p>AN ACTION FOR THE AGES</p>
<p>Liam Neeson delivers a hard hitting performance that hasn&#8217;t been seen by him since his crusade as Rob Roy. This is not to say that he hasn&#8217;t been living up to his expectations since, but now he has proven once again why he is the star that he is. While Neeson is offering the action that all viewers desire, co-star Famke Janssen continues to play the luscious and seductive woman that we have learned to love and admire.</p>
<p>Taken is the story that any parent would dread to be apart of. Bryan Mills (Neeson), a former CIA agent, and ex-wife Lenore (Janssen) have agreed to send their daughter Kim (Maggie Grace) on a trip to Paris. However, when it comes to his blood and family, kidnapping is unacceptable. When the ransom is made an unexpected twist comes from the words of Mills as he swears to find the kidnappers and kill them.</p>
<p>This is a PG-13 (PARENTAL GUIDANCE) recommended film. Please pick this one up at the rental video store this week, you might be in for a ride.</p>

<p>In early September 2007, the city of Atlanta, Georgia was debating whether to have the fashion statement made illegal under an ordinance sponsored by Council member C.T. Martin. This proposal caused considerable feedback.</p>
<p>In March 2008, the Hahira, Georgia City Council passed a highly controversial clothing ordinance, in the name of public safety, that actually bans citizens from wearing pants that are below the waist and reveal skin or undergarments. The council was split 2, but the tie was broken by the mayor.</p>
<p>In many school districts across the United States, sagging is prohibited. The Virginia General Assembly tried, but failed to approve a law making the sagging style illegal in February 2005. In June 2007, the Town council of Delcambre, Louisiana passed an indecent exposure ordinance, prohibiting people wearing trousers which show their underwear.</p>
<p>The American Civil Liberties Union has associated laws against sagging to be racial profiling.Benetta Standly, statewide organizer for the American Civil Liberties Union of Georgia stated, &#8220;In Atlanta, we see this as racial profiling&#8230; It&#8217;s going to target African-American male youths. There&#8217;s a fear with people associating the way you dress with crimes being committed.&#8221; In Flint, Michigan, The police chief has ordered his officers to start arresting &#8220;saggers,&#8221; as some aficionados of this sartorial style call themselves, on sight, threatening them with jail time and hefty fines for a fad he calls &#8220;immoral self expression.&#8221; He later told a local paper the style could give officers probable cause to search saggers.</p>
<p>Also in Pleasantville, New Jersey, it is against the law to wear pants in a sagging manner. A ticket is dispersed for indecent exposure.</p>
